LDA Fire Safety Requirements for Commercial Buildings in Lahore
Short answer: Under the LDA Building & Zoning Regulations 2019 (Section 5.4), every new building in Lahore — except residential buildings up to 3 storeys — must have fire extinguishers (one 6 KG multipurpose DCP per 2,000 sq ft of floor area), a fire alarm system, emergency exit staircases with fire doors, and — for buildings of 4 floors and above — a pressurized internal fire hydrant system with dedicated water tanks. The Punjab Community Safety Buildings Regulations 2022 (PCS 2022) adds further requirements by building category. Here is what each requirement actually says.

1. Fire extinguishers — Regulation 5.4.4(a)
The regulation is specific: every building (except residential up to 3 storeys) must have one multipurpose (A, B, C) dry chemical powder 6 KG fire extinguisher for each 2,000 sq ft of floor area. If a floor is smaller than 2,000 sq ft, it still needs at least two 6 KG extinguishers on that floor.
Placement is also regulated: the maximum travel distance to reach an extinguisher is 75 feet anywhere in the building — and only 30 feet in kitchen areas. This is why extinguishers locked in a store room fail inspection: the rule measures walking distance, not ownership. 2. Fire alarm system — Regulation 5.4.4(h)
A fire alarm system is a listed requirement in Regulation 5.4.4 for every building covered by the section, and smoke detectors appear again in Regulation 5.4.6 among the fire safety commission components (alongside fire doors, hydrant system, extinguishers, evacuation plan, emergency lighting, emergency response team and water pump). In practice, for most plazas and commercial buildings in Lahore this means a conventional zone-based fire alarm panel with:
- Smoke detectors covering shops, halls, corridors and common areas
- Heat detectors in kitchens and areas where smoke detectors would false-alarm
- Manual call points (MCPs) — the break-glass buttons at exits and staircases
- Sounders loud enough to alert every floor
The panel's zone count grows with the building: a 1–2 floor building typically uses a small 2-zone panel, while taller buildings need 4, 8 or 16-zone panels so the panel can indicate which floor triggered the alarm.
3. Emergency exits and staircases — Regulation 5.5
Regulation 5.5 sets exact numbers, not general advice:
- Buildings on plots under 4 kanal: at least 1 emergency staircase in addition to the main staircase
- Buildings on plots of 4 kanal and above: 2 emergency staircases, located at two ends of the floor
- Fire doors: each emergency staircase must be separated from the building by two fire doors opening outwards — hinge type, minimum 3 ft clear width, minimum one-hour fire resistance rating
- EXIT signage: each staircase clearly marked with "EXIT" in letters at least 6 inches high
- Staircase window: an accessible opening toward the road, minimum 2.5 ft × 3 ft, for emergency evacuation
- Escape routes must be illuminated at all times and free of obstructions — the store-room-in-the-staircase common in Lahore plazas is a direct violation
- Apartment blocks with more than 6 apartments per floor require an additional staircase
4. Hydrant system and water tanks — Regulation 5.4.4(d)–(f)
This is where the regulation gets most specific, and where the largest compliance costs sit:
- Buildings of 4 to 10 floors: a pressurized internal fire hydrant system with an independent overhead water tank of minimum 7,500 gallons and an external underground tank of 15,000 gallons
- Buildings over 10 storeys: overhead tank of 15,000 gallons and underground tank of minimum 30,000 gallons, with the underground tank accessible to fire-fighting vehicles at all times
- The hydrant system must be independent of the normal water supply, maintained at 3–5 bar pressure on all floors, with an electric pump that keeps working even if the building's main power is shut off
- Two standard inlets at ground level for connecting fire brigade vehicles, and on each level a hydrant outlet with shut-off valve and pressure gauge connected to a 1.5 inch × 100 ft fire hose in a metallic cabinet at or near the emergency staircase
- External hydrants: located 6–50 ft from the building, no more than 100 ft apart, served by an engine-operated standby pump
Regulation 5.4.5 additionally requires multi-storey and public assembly buildings to hold fire drills at least once a year in consultation with the fire fighting department.
5. Kitchens, generators and special risk areas
Restaurants, food courts and buildings with generators or fuel storage carry extra requirements: heat detection in kitchens, appropriate extinguisher types near frying and fuel areas, and safe clearances around generators. A fire blanket in every commercial kitchen is a small cost that inspectors like to see and that genuinely saves lives.
