DHA Lahore Fire Safety Requirements (2026) — Houses & Commercial Plazas
Short answer: Under the DHA Construction & Development Regulations 2026 (Regulation 41, Annex C & D), every house from 5 Marla to 2 Kanal and every commercial plaza from 4 to 32 Marla in DHA Lahore must install a wired fire alarm system — control panel at ground floor, smoke/heat detectors in exact quantities per plot size, manual call points, sounders, emergency lights, and DCP/CO2 fire extinguishers. Two rules catch most people out: wireless detectors are not allowed, and all fire system wiring must use fire resistant cable in separate conduits. The exact quantities for your plot size are in the tables below.
DHA is one of the few authorities in Pakistan that publishes exact equipment counts per plot size — which means there is no guesswork about what your house or plaza needs. This guide reproduces those requirements in simple form.
General rules — Regulation 41
- Buildings must be planned, designed and constructed to ensure elaborate fire safety for property and inhabitants
- All commercial, educational and public buildings must install a standard fire alarm/protection system; commercial buildings require the latest firefighting and fire alarm systems
- Educational institutions must provide the latest firefighting system on each floor, with locations shown in the proposed building plan
- Commercial plots up to 3 Kanal need minimum two accesses (stairs or escalators, other than lifts) per NFPA standards, with one additional access per further 1 Kanal

Kitchen, lab and electrical room rules (all plazas)
- Commercial kitchens (restaurants, bakeries, cafes): at least 2 heat detectors per kitchen (+1 per 144 sq ft extra) and 2 CO2 + 2 wet chemical extinguishers; ordinary kitchens/pantries: 1 heat detector, 1 CO2 + 1 wet chemical
- Computer/laboratory rooms: 2 CO2 extinguishers
- Electrical installation rooms: 2 CO2 or 2 Halotron; generator fuel tank needs 1 AFFF 9 KG
- Exit signage: illuminated fluorescent sign on each floor, viewable from all corners; control panel at ground floor
- Mechanical ventilation for basements and kitchens, with duct opening at rooftop
The two rules everyone misses
1. No wireless detectors. The regulations state plainly: no wireless smoke/heat detectors should be installed. Every detector, sounder and manual call point must be wired to the fire alarm control panel. The cheap battery-operated detectors sold online do not meet DHA requirements.
2. Fire resistant cable only. All fire protection equipment must be installed using fire resistant (FR) cable, run in separate conduits, with the electrical DB close to the main entry/exit at ground floor. Ordinary electrical cable fails this requirement even if the devices are correct.

Frequently Asked Questions
Is a fire alarm system mandatory for houses in DHA Lahore?
Yes. Under the DHA Construction & Development Regulations 2026 (Annex C), every house from 5 Marla to 2 Kanal requires a fire alarm control panel near the main entry/exit at ground floor, wired smoke/heat detectors on every floor, manual call points, sounders, emergency lights, DCP and CO2 fire extinguishers, fire blankets and a first aid box. Wireless detectors are not permitted — all devices must be wired to the control panel using fire resistant cable.
How many smoke detectors are required in a 1 Kanal DHA house?
A 1 Kanal house in DHA Lahore requires 17 smoke/heat detectors at ground floor and 14 at first floor, plus 1 per 150 sq ft in the basement, with at least one detector in each compartment. It also requires 1 manual call point per floor plus one in the servant quarter, 2 emergency lights per floor, 2 DCP 6KG extinguishers per floor, 1 CO2 extinguisher, and fire blankets.
What are DHA fire safety requirements for commercial plazas?
Per Annex D of DHA Regulations 2026, commercial plazas require smoke detectors per floor scaled by plot size (6 per floor for 4 Marla up to 40 per floor for 32 Marla), manual call points and emergency exit lights per floor plus staircase, DCP 6KG extinguishers per floor, CO2 and wet chemical extinguishers in kitchens, an illuminated exit sign on each floor, a control panel at ground floor, and an emergency exit — from collapsible ladder (4–6 Marla) to a proper emergency staircase (32 Marla).
Are wireless smoke detectors allowed in DHA Lahore?
No. DHA Regulations 2026 explicitly state that no wireless smoke or heat detectors should be installed. All detectors must be connected to the fire alarm control panel along with sounders and manual call points, and the wiring must use fire resistant cable run in separate conduits.
